消えた年金記録 「美しい国」を築いた人々の苦悩

　　先月、社会保険庁改革法案の審議中に、５０００万件以上の年金記録が消滅している事が明るみになった。
１９７８年、それまで手書きで行なわれていた納付記録をオンライン化した際の入力ミスが起こり、これまでその事実はずっと放置されてきた。又、後に、元台帳を破棄したことにより、特に昭和４０年から昭和５０年代にかけて払い込まれた年金記録が照合できない事が、大きな問題となっている。
　　しかし、５月３０日、厚生労働委員会で、年金の時効を撤廃する特例法案は、わずか４時間の審議で強行採決され、６月１日、衆院本会議で与党の賛成多数により可決した。

　　昭和４０年から５０年のこの間に猛烈に働いていた日本人こそ、世界が「奇跡」と呼んだ戦後復興を成し遂げ、日本を経済大国にまで築いたのである。彼らは、国を信じていた。そして、その国がつくったシステムを信頼し、払い続けてきた年金だった。
　　一方、社会保険庁は、国民が言わば老後の貯金として払っていた金を、まるで自分たちの小遣いの様に流用し、リゾート施設や保養所を全国に造っていた。運営も出来ず、赤字になれば施設を１万円で売った。社会保険庁の職員は２７０００人。一等地のマンションに非常識な低家賃で、今も生活している。
　　年金制度破綻？国民を裏切り続けた国を、国民が信じていないからだ。「美しい国」はその国に住む国民が、自分の国を誇りに思ってこそ、生まれるものだ。

Pension Records Lost
- people anguished who built a beautiful nation -

　　During the discussion regarding the reform bills of Social Insurance Agency last month, it came to the surface that the records of pension payments for over 5000 cases were untraceable or even vanished. When the agency made the public pension premium records online in 1978, mistyping names of pension payers occurred and the problem has been left ignored all this time. In addition, after the introducing online management, the records were thrown away. Thereby, that especially the payment records of pension from 1960s to 1970s are unverifiable, has become an huge uproar.
　　Nevertheless, in May 30, the bill to abolish the statue of limit for pensions was railroaded in the Committee on Health, Welfare and Labor after only 4-hour deliberation. Then, in June 1, the bill was approved by a majority from the ruling coalition.

　　After the WWⅡ, from 1965 to 1975, it was those working-hard Japanese who rebuilt Country Japan from scratch and turned it into a major economic nation today, and the world called the recovery "miracle".
　　The people believed their country and trusted the pension system the country created, so they made their payments.
　　On the other hand, Social Insurance Agency seemed to treat the pension funds as if they were its allowance to spend while people continued to make payments of pension for savings when they would retire. In fact, the agency diverted the funds to building resort and recreation facilities across the country, and when the operation sank deep into the red, the agency just sold them for 10000yen. As many as 27000 work in the agency which has been letting many of them live in prime locations at absurdly cheap rent.
　　The pension system is collapsed. The administrative agency has continuously betrayed the people who with no doubt for the country trusted the system.
　　A nation is evolved into“A beautiful country”only when people who live there can be proud of it.

米国とイラン27年ぶりの公式協議

　　1980年に国交を断絶してから、実に27年ぶりに米国とイラン両国が協議のテーブルについた。会合には、イラクのマルキ首相も同席した。紛争がいっこうに収まる兆しのないイラクの治安安定化について、基本的に協力するとの合意に至った。しかし、治安の安定化に対する具体的な話し合いはされなかった。又、今回はイラク駐在の両大使レベルの会合で、今後外相会談まで発展して行くかとうかは不透明な情勢だ。

　　イラクは、今だに戦場であるが、日本のメディアがその惨状を伝える事は少ない。しかし、毎日、子供が、母が、父が、命を落としている。戦争はいつも“国益”で始まる。当たり前の事であるが、国は国民無しには存在し得ない。その国民が日々命を失う現状に、いったいどんな国益があるのか。イラクの未来を担う子供達の犠牲は、あまりにも大きく、国の損益以外のなにものでもない。米国とイランの関係改善を心より望む。

The first talks between U.S and Iranian envoys after 27 years

　　It was in 1980 when U.S and Iran broke up their diplomatic relations. After 27 years since then, on May 28 in Baghdad U.S ambassador, Ryan Croker and Iranian ambassador, Hassan Kazemi Qomi to Iraq had talks joined by Iraqi prime minister, Nouri al-Maliki. Both U.S and Iranian envoys reached a basic policy agreement on stabilizing public safety of Iraq where conflicts have seemed to be never ending.
　　However, in the meeting specific measures regarding public security of Iraq were not laid out. Moreover, it is unclear if the bilateral meeting held this time will ever go up to foreign-minister-level of talks.

　　Iraq is still in war. Although Japanese media do not report the horrible situations as much as before, children, mothers, fathers are dying everyday. War usually begins where a country finds its "national interests" in another country. Needless to say, a nation can not exist without people who live in it. Then, there is a question about what kind of national interests a country can possibly have when it is losing its people. It is no doubt that the future of Iraq will be on the hands of Iraqi children who have been victimized by the war. For that matter, the country's loss is huge. トルコの首都で爆破事件

　　トルコの首都アンカラで２３日、朝の混雑した時間帯に爆発が起きた。がれきやその残骸は辺りに散乱し、１００人以上の死傷者が出た。現場の特殊部隊は、プラスティック爆弾を発見したと報告した。エルドガン首相は、早急に対テロ対策を練る必要があると述べた。

　　トルコという国は、中東とヨーロッパの文化を併せ持ち、国民は圧倒的にイスラム教徒であるが、非常にオープンで親しみやすく、宗教色を感じさせない人々だ。

Massive Blast in Ankara, Turkey

　　　On May 23 in Ankara, the capital of Turkey blast struck the downtown in the morning rush hour time. Debris were strewn where over 100 casualties dead and injured. Reportedly, the squad at the scene found plastic explosives.
　　　Prime minister Recap Tayyip Erdogan said that more concrete measures against terrorist attacks would be needed.

　　Turkey is a country that has both Middle-Eastern and European culture penetrated into its culture. Though dominantly Muslim, the Turkish are very open-minded, friendly, and secular.

サマータイム導入？

　　２１日、経団連会長の御手洗氏は、自民党幹事長の中川氏との懇談会で、４月から１０月の７ヶ月間、時間を一時間早くするサマータイム導入について話し合った事を会見で述べた。理由としては、京都議定書に沿った二酸化炭素を減らすための温暖化対策としている。その後中川氏は、自民党内でも積極的に議論するよう指示をした。

　　サマータイム導入が温暖化対策にどの様に関連するのか明確にされていない。経団連は企業で働く社員の職場環境の向上に取り組んできたとは言いがたい。多くの会社員は驚くほど長い残業をしているのが現状だ。彼らにとっては、サマータイムの導入は、一時間早く出勤し更に就業時間が長くなる懸念をもつかもしれない。

Need Summer Time in Japan?

　　　On 21, Mr.Mitarai,the chairman of Japan Federation of Economic Organization, said at the press conference that during the meeting with Mr. Nakagawa, the secretary general of Liberal Democratic Party, introducing summer time in Japan was discussed. The chairman continued that starting a day one hour early for 7 months from April to October would contribute to reduce CO2 addressing global warming along with Kyoto Protocol. Later that day, the secretary general instructed an active discussion within the party.

　　　It is unclear regarding what introducing summer time has anything to do with measures against global warming. Frankly speaking, the organization has not really improved work environment for office workers many of whom have been facing unbelievably long hours. To them, summer time could merely become concern over going to work one hour earlier and even longer work time.

愛知県銃撃事件続報

　　本日、殉職した特殊部隊員の葬儀が行なわれた。多くの人が参列し、個人を偲んだ。警察の発表によると、容疑者は発砲はしたが、殺意は否定しているという。
　　また、現場に最初に駆けつけた警官も撃たれて重傷を負った後５時間も救出されなかった理由は、犯人が、警察官はそのまま置いていけ、と要求したからだ、と当局は話す。
　　人質が自力で脱出した後、警察は一切の説得を止め、犯人からの連絡にも応えない方針をとった。その後、容疑者は、数回にわたって１１０番し、強行突入は止めてくれ、と連絡していた事がわかった。

　　最近、殺人事件を起こした人間が殺意を否認するケースが目立っている。今回の長崎銃撃事件も同様だ。殺意がないと裁判所で認められれば、量刑を軽くしてもらえるという事は、周知されている事に起因していると思わざるを得ない。自分の子供を撃ち、妻に暴力を振るい続け、これだけの大きな事件を起こし、警察官を射殺しておいて、命乞いの電話をする男の命を最後まで守りたかった警察の理由をしりたいと思う人は多いだろう。

The Latest on the Shootings in Aichi

　　　Today, the funeral for the special operative officer who had deceased in the line of duty during the shootings in Aichi Prefecture, was held. Many people came to pay respect for him. According to the source by the police, the offender denied the intention to kill the officer when fired.
　　　The police said the reason why the police man who first had come to the site and got shot, was left there not rescued for 5 hours was because that was what the offender demanded.
　　　After the hostage escaped, the police changed their way to stop negotiation and response to calls from the offender. Then, reportedly the criminal started to call 110, an emergency call, a few times begging for not plunging.

　　　Nowadays, it is often heard that those who committed to murder plead no intention to kill during the interrogation. The offender of the Nagasaki shooting incident allegedly denied the intention to kill also. The well known fact is that if the court accepted no-intention-to-kill claim from the accused, it becomes a manslaughter case, not a homicide, which means lessening doing-time.
　　　The man who shot his children, had hit his wife quite sometime, and committed to this crime in Nagasaki, begged for his life after having murdered a police officer. Now many people really want to know why the authority in charge of the police department still wanted the unspeakable criminal alive.

対米ドルの人民元基準値上昇

　　中国人民銀行は、２１日、１ドルに対する人民元の基準値を７．６６５２まで上げると発表した。その直後から上海外国為替市場では、トレードが活発になった。一方、今週行なわれる米中の戦略経済対話を良好にするための中国の戦略との見方も出ている。

　　結果、日経平均も久し振りに上げた。２月の世界同時株安後、アメリカや中国はとっくに持ち直しているが、日本の株価の動きは鈍い。しかし、大国である米中の協議が“まずまず”という印象をマーケットが持てば、ようやく日経も戻してくるのではないか。

　　　People's Bank of China announced on 21 that the rate for the trade of the yuan against dollars would be risen to 7.6652. Shortly, Foreign Currency Market of Shanghai's Composite Index responded and recorded high. In this week, high-level bilateral talks between America and China will be held with regard to economy and trade. This action of the China's central bank, the media reports, could be that China is preparing to maneuver the talks with U.S to be successful.

　　　It affected the today's Nikkei stock price which has not risen by this margin lately. Since the drastic fall in the stock markets all around the world which occurred in February, America, Europe, and China have already leveled back a long time ago, and have even risen higher than before the fall took place.
　　　However, only the Nikkei stock exchange market was slow-moving. As the talks between the two giant nations go well and the investors for the Nikkei pick up all-right feeling, finally the stock price may go back as high as what was before the drastic fall in February.

愛知県銃撃事件－相次ぐ銃撃事件－

　　平成19年度、渋谷、六本木に始まり、町田市、その直前には長崎市長が射殺された。5月17日、愛知県で、元暴力団組員50才が元妻を人質にして自宅に立てこもり、駆けつけた警察官を撃ち重傷を負わせた。さらに、その警官を救助に向かった特殊部隊所属の警察官を射殺した。
　　犯人は、警察の説得に応じず、人質となっていた妻は自力でトイレの窓から脱出したにも関わらず、犯人逮捕までその後６時間もかかり、なんと事件発生から、２９時間が過ぎていた。
　　重傷を負った警官は、撃たれたままその場に５時間も放置され、大きな物議をかもしている。救助に向かった特殊部隊の警察官は、まだ23才で、妻と昨年生まれたばかりの10ヶ月になる娘を残し、殉職した。
　　今年は、まだ一年の半分も過ぎていない。銃が市民に向けられる恐怖を、感じざるを得ない。

　　射殺命令は発令されなかったのか？なぜ人質が脱出した時点で、強行突入しなかったのか？アメリカは、民間人が銃を所持でき、警察が事件が発生するとすぐに発砲するのはどうかとは思うが、しかしこの２９時間は、誰も社会復帰などして欲しくも無い男一人の命の方が、まるで殺傷された警察官の命より優先されているように映った。

Shooting Spree in Aichi Prefecture
　　　The spring of the year 2007 began with shooting spree in Shibuya and Roppongi, the shopping and entertainment districts of Tokyo. Then, Nagasaki City Mayor was shot to death at point-blank range, following another gun shooting incident that had taken place in Machida city.
　　　On May 17 in Aichi Prefecture, a 50-year-old former gangster shot his 2 children and locked himself in his home holding his ex-wife as a hostage. The police man who first rushed to the scene was shot resulting in a severe injury. Then, the offender again fired at the special operative officer who approached to rescue the wounded police man. The shot inflicted arterial injury on the officer and took his life.
　　　Police negotiations didn't work and even after the hostage escaped by herself from a window in a bathroom, it took another 6 hours to take the shooter in custody. The tense standoff ended after 29 long hours indeed.
　　　The fact that the police man who was first hit was left there not rescued for 5 hours, has sparked controversy. Another victim, the special operative officer, only 23 was killed in the line of duty leaving his wife and one 10-month-old daughter whom his colleagues said he talked about how much love he felt when he just held her in his arm.
　　　Realizing that the 2007 is not even half way through this year, these series of shooting incidents unavoidably arouse fear that now guns are being aimed at the civil society in Japan.

　　　There are certain questions unanswered.
・Why there was no shoot-to-kill order issued?
・Why storming the compound was not a choice?
　　　The scenes of open fire by police when an armed offender makes a trouble can be seen in U.S.A through media, and in the country people are allowed to own guns which is totally forbidden in Japan except for those with hunting license.
　　　However, for 29 hours, watching the news, it seemed to be that the life of this vicious criminal that no one wants back to the society, was more carefully protected than the wounded and murdered police officers.
